    While walking along the mountain range I came across the mine. I've been there before in other games but the overall map wouldn't post it.

    Do you have to do the wheel clan area first before it opens up?

    I guess so because you can't deliver a message you haven't got yet!

    Yes, as you suspect you have to get the quest from that one dwarf's brother before you can do the quest.
    You know, i never thought of going there before early in the game, i bet its a nice way to bet your hands on some dwarven steel.

    just kill all the baddies, get some steel and leave talking to the guys till later.................at least you can just waltz right in and I bet yah them guys are still locked in. hehehehehe
