Sure the technology for making the bomb is probably on the net, but its not really an "add three parts tnt to one part big-badda-boom" and walla!
Also, it takes specialized facilities to enrich the stuff, or you'll glow in the dark. I'd think that if they have had the bomb for almost twenty years they wouldn't be in such a hurry to enrich small amounts now, nor would the UN be hassling them over it now.

Also, if Pakistan was helping them, I doubt the US would be as friendly with them as they are, but instead would be applying pressure on Musharraf to quit supporting terrorism and the 'Axis of Evil'.
