There is a key to the upstairs inside a room near the door you're locked behind. Go upstairs and kill the skeletons and in the back room is the key for the basement. No bashing doors is needed. Just killing all will increase points too.

Lockpicking is part of Arcanum. If you can't spare the points look into the level 127 mod for Arcanum. It will allow you to add every skill like lockpick and disarm traps. Find the mod at www.sierra.com.
