Sidequest: Siamese twin skulls..............

I found the things and after I had to find Arthur Tyron in Blackroot, but when I did he wasn't there and the note on his floor said something about the Crow. Who is this person and where do I find them. I want to dump the skulls but I want to finish the quest.............Help :-o
By the way the sidequest where you can get the mysterious gem from the halfling wizard doesn't work if you are a theif. He won't talk to you :-x

 

1) He's in Caladon, where you will have to go a bit later along in the main plot. Just put the skulls in storage for now.

2) Sure he will. Are you speaking to them in the right order?

 

Every game I play i'm a (something/thief) and all works out. You need to talk to the one thats by the taxes guy first (ENE of building) as canis said!
