I was looking at the post about followers, and I noticed that stuff said about Mast Persuation, and was wondering....who is the master Pursuader?
Yup, it's Willoughsby. You can't do his quest until pretty late in the game. Find him in front of his house in the rich part of Tarant (you might have to loiter around his house a little until he and Smythe come out). Then, talk to him, go to his office, accept his quest, get a favorable outcome in the negotiations for Tarant, and he'll train you.
