I wanted to start using the mod tools to make a couple little "mini-adventures." But I had questions on controlling the npcs:

Can you mod it so that the user gets to control the movement and combat of the NPCs provided?

Thanks for any help or advice on this...

Do you mean direct and full control a la baldur's gate? As far as I can tell that is impossible. The NPC and PC are very different as far as the game is concerned.
Commands for the NPCs can only be triggered by certain events or issued in dialogue. Dialogue is not possible during combat so that can be ruled out immediately. Using triggered events isn't much use either as these have to be planned in advance e.g. when leader is in combat with monster of type X have NPC perform action Y.
Basically if you want full control of your party, be a party of one.

Ah, rats. I was hoping that at least in combat the NPCs could be player controlled.
