Where can I get a list of description on the uses of the medicines sold by the herbologist? The only way for me to figure out right now is to buy it and test it out when I get damaged.
I know they can be used as schematic parts. However, I know most of them can actually be used on characters by either dragging them to the hand in the inventory screen or put it in the hot keys.

I tried some of them. Here's the only one I can remember: Vampire's Vitae (or something similiar) will do damage and some permanent stat decrease to the one who drink/use it.
I beleive the Prima's official strategy guide can help you. If might be wrong at time but if never wrong all the time.
Funny, that those migraine cures and blood pills don't do anything at all when you eat them... Aah..those nasty effects that they do to you in real life, if you don't have any diseases to use them for.. Also, using those pills and alcohol together don't do anything to you...
