    The tech shops should have these at random, In tarant, it's the guy in the herbshop. or the factory foreman east of the bates estate. You just need to catch them on their good day

    I got mine from tarant, but some items have a relation between how deep you are in the game for them to show up. like the schematics and I also did not see the engine straight on day1
