Statistic Bonus for a 20 or higher

Intelligence +10% to the success rate of every Skill
say that I am master in firearms will I hit 10% more often with 20 in Intelligence then 19?
or is it better to put +2 in Perception so I get 20 insted of 18?

Best thing about PE 20 is the "sense invisible" property.
IN 20 gives +10% to all skills so it should be more powerful than just adding points to boost one skill...

If that is how Intelligence work, then I'd say go for it.

As stated in the manual, it can get as high as 26, which is above the maximum value. This depends in your character background, whether he / she is an elf, dwarf, male, female, foppish elf, debutante, etc.

Like for example you are a foppish elf and you gain 10% in your Persuasion skills. I suppose it can go over the maximum value but there is no indication in the bars. What I'm trying to find right now is if it goes over the maximum value, will it change the dialogue of the character. Example is if you have high persuasion skills that exceeds level 5, can it be possible to persuade Ristezze to tell me where to Tarant is ( this is only an example, I know where Tarant is)? I tried doing it with a level 5 in persuasion but haven't tried in case I exceeded the limit.
