    You meet him on the Isle of Despair when you deliver the moonshine for Norian. Before you go, talk to Lianna del Par in Dernholm and tell Maximillian about her father's fate. He will return to Cumbria in the end scenes, not sooner (unless you perform some mind control, of course :p )
