Help with bug ??

I already finished arcanum once with a thief gunslinger , but i started
another game with a more tech character .
I went to some town to get master firearms degree from a blind man
and usually i would ask him to teach me the skill and he would refuse
then a halfling would apear and i had to save his wife in exchange the
blind guy would teach me master firearm .
But in my game it didn´t happened =( i talked with him , asked him to teach me , he refused , but no halfling appeared so i cannot make the quest , i waited 2 days for the halfling to appear but he didnt !
Does anyone knows how to get the quest or is this somekind of error ?

well i didn´t when i asked him but now i have =( and i can´t get it

 

Are you an expert in firearms. Also try other dialoguwe options, I can't remeber which you need though.
