I was doing the skull quest in tarant. I killed the ogre and the rat and i was going to break the chest when i noticed that virgil was not moving. I tried going to other cities and sleeping or waiting butm he was the same. He was coming to the cities but he wasnt moving. He stood right there and i couldn't talk to him. Can you help me?
It sounds like a bug, and a bad one at that. Your best bet is to reload from a point where he wasn't broken and go from there.
It sounds like something is wrong with his heartbeat script. Basically he is constantly trying to do something but the heartbeat tells him to restart it after a split second. The overall effect is that he is frozen to the spot (he might also jitter from time to time). However none of this helps you fix him...er...load an old save.
I sometimes have the same problem with my whole party. What type of battle system do you use? If it's turn-based, your characters will freeze to the spot when they encounter an enemy and YOU don't. I solve it by switching to real-time.
I use that to fix just about everything, don't know why, but it almost always fixes whatevers going wrong.
His problem sounds a little more buggy than battle-system, since it persists after going to a new location. As far as the annoying battle thing, every time I try to stop the bank robbery in Shrouded Hill's some stupid civilian gets 'involved' and stands there holding up the game. The only way out is switching to real-time.
If Virgil is broken, ou should be happy. Now, kill him and take the stuff you want to keep from him... Believe me you are better off with out that sheep-shagger.
 Actually, I think someone used that as a remedy once. They killed him then resurrected him, and all was fixed. But dont quote me, I read that post a long time ago.
