    Or do I have to follow the goddamn plot? I'd really like to visit Qintarra from the get go.

    You can force locations by travelling near them or to their exact location. To get to Qintarra, first force the location of Hardins Pass and then go straight ahead to the elven city.

    Tip: I'm not sure, but I think forcing Qintarras location might screw things up in the main quest later on. Just thought you should know.
