I don't want to state the obvious, but why would you want to do that? There is already a normal enlgish version. I would say get that one, if you wish to play in english.
Well, maybe cong doesn't want to buy a new game, since he/she already owns it?! As for the question, I haven't seen any language patches or anything like it.
In short form - you'd need to unpack the DATs, translate all the various dlg and mes files into English, then repack everything back into DATs. Far more trouble than it would be worth.
That reminds me of that Final Fantasy ROM that's hopefully still floating around on the tubes somewhere where all the dialogue had been rewritten, perversity galore. Well, at least it was fun when I was a teenager.
