How does one gamble for people's personal items, or convince them to sell them? Does a dialoge option become available when your gamble or haggle levels are high enough, Expert/Master training?

No. Have you ever seen the Gamble button in the barter window? I'm guessing you use that. As for haggle, you probably just go to their inventory and instead of them saying their equipment is not for sale they put a price on it.

So you can only gamble with merchants? I thought you could do this this with any NPC in the game. The description in Terra Arcanum says

So how, as a master in haggle do you talk a gaurd into selling you his sword? There must be a dialoge option. Or is this just a rouse?

maybe someone will mod the game editing everyone to shopkeeper but haveing non-shopkeepers just have no inventory to sell without haggle or gamble. but I think that would take more scripting than someone would want to do.

if you want something off a non-shopkeep max pickpocket and get expert in it or kill them are the only options right now.

Must be a media/selling thing for the game. That was a nice thing about Fallout, you could barter with anyone who would talk to you.

You get the dialogue option to gamble with most sailors, and some people in bars as far as I remember. You play dice with the sailors at least, I'm almost sure of..

I kind of feel like a tool now for never going back and actually putting points in gambling. But yeah, I know that you can gamble with dockworkers, like wayne-scales said, and if people in the bar randomly choose to offer the Game of Witt dialog options (where they bet 500 gold you can't answer a question), you can choose to gamble instead.

I think the haggle master description is hyperbole. It's odd, I know, considering that a lot of the descriptions contain numbers, which are not very flashy (although still very sexy). And haggling doesn't necessarily have to do with the NPC being a shopkeeper, just if a non-follower NPC will voluntarily show their inventory, but of course only shopkeepers should do this. I suppose a haggle master line could be added in everyone's dialog, but that would probably be about 100,000 lines. An interesting idea, though.
