Pip Boy was the kid on the Pip Boy computer. Vault Boy is the one in the animations, on the perks, etc. Always was, still is.

Haven't played Fallout 3 yet, first have to buy a new PC then the game. However, the things I saw at my friend's place (who's fucking obsessed with the game) makes me think of this not as a Fallout sequel, but as a game in the Fallout universe. It doesn't even look amusing as the old Fallout games.
