I have made a few of these, and attempted to use them to talk to a few folks, but to no avail. What steps would I take to use it? Give it to the NPC before talking to them? They boost persuasion skill a bit when drunk (unlike me, 'cos I'm less persuasive when drunk). To drink it yourself, right click one of the philters of persuasion in your inventory (assuming you're on a patched version of the game). This will raise your persuasion a bit. To use it on someone else, drag the philter in your inventory to the "use" area. This will take you to the main screen and give you a targeting cursor. Whoever you target will have their persuasion raised by a bit. Please, note - I have never yet encountered a situation where raising someone else's persuasion has any point to it at all.

Nah. Just like the other therapetics, you can only have one in effect at a time. taking multiple ones may extend the duration, but I don't know. I have to be honest, I hauled those buggers around practically half the game, and I don't believe I ever had a single encounter influened by them. The bonus they give you is so tiny compared to the thresholds for decisions.
