Elegant Dress/Sunday's Best Dress

Sorry to all if this has already been answered, but I have searched over and over with all different keywords etc and I can't find an answer.
Basically, I want one of these dresses! Problem is that I have no idea where I can find one except the very first store at the beginning when you first create your character. I thought Madam Lil wore it, so I used a fate point to pickpocket but she didnt actually have it on her. I even tried killing her to see if I could get it afterwards but it still wasn't on her. I read another post where someone said a woman at Grant's Tavern was wearing it, so I repeated the above but to no avail!
Other posts (I have scoured numerous forums on this topic) have stated that tailors sell them. I have been (on many occasions) to stores/tailors in Shrouded Hills, Tarant, Blackroot, Dernholm, Ashbury and Stillwater and damned if I can find it anywhere.
I have even tried to find a cheat code to add one in but I've found nothing for that either.
I'm starting to wonder if it has anything to do with the difficulty level I am playing at, since it's my first time I'm playing on easy.

Can anyone help me out here? :/

 

When my elegant dress broke, I stole an "enchanted gown" from the tailor in Black Root that did the same thing, plus made less noise than normal armor. I remember getting a sunday's best somewhere, but don't remember exactly where I got it (I don't think someone was wearing it though; I rarely pickpocket for clothes, preferring instead to buy them).

 

Uh yeah I meant to include Enchanted Gown in the subject as well, can't find any of those either.

The tailor in Black Root was wearing it... anyway I just bought one from a tailor in Tarant, so it would seem as if you can buy them after all. You'll probably need to advance time a few days before it will appear though.

 

There is one in a chest at Razor's Pointe.

 

It's there every time I've checked.

 

Thanks peoples, I haven't reached a couple of those places yet but I'll have a look around when I do.
It's not so much that I really need the dress... but the fact that I can't find it anywhere has just turned it into an obsession!
