    Probably not. I'm not sure how many points it takes, but that's a powerful gun.

    Currently I use the sharp shooter's pistol for the decent damage and increased chance to score a hit. Droch's is very appealing, even though I don't really enjoy spending points on the technological colleges.

    Do intelligence boosting potions used before entering the editor allow you to learn above your actual level?

    No, intelligence boosters don't allow you to learn above your actual level. The editor allows you to learn above your actual level.

    Just use an intelligence potion and buy some gunsmithy manuals at the university. The Warbringer is way better than the Sharpshooter's Pistol.
