So was any else disappointed that when you arm Donn Throgg and his orcs to the teeth so they can kill the guards the situation still ends with a riot that you get blamed for?

Obviously you had a hand in arming the orcs, but the people outside aren't to know that. I can see why the orcs start a riot after Captain Wheeler tries to kill them, but I don't know why it's just assumed you had a part in it. I did this for the first time with my latest character, not having the persuasion for the social ending and curious that I might get a unique outcome, and now I've just got to let Throgg wander around the factory aimlessly because if I initiate another conversation I become The Instigator of Orc Riots.

Just leaving him to wander feels stupid (especially when he's strutting around in bronzed plate!), and I would have thought there was another option where he did win the fight - and maybe did start the riot - but you weren't seen as the ringleader of the whole affair. I think I'll just bin off my current character in disgust; I would rather the guards have killed him then me kill the guards instead of this clumsy outcome - and unfortunately due to the attention I was paying to making the orcs win the fight both the saves I keep for my current player are past a point from which I could return.

To sum things up I'm not happy!

I don't mind being blamed for the riots, but I always thought adding Caladon's hostility in such a situation was a dick move on the designers' part.

"While I think, Mr Throgg, that Tarant deserves to be burned to the ground, I'll leave you in this factory for now, for I have important business to attend to in Caladon and having every single pedestrian fight me to the death while I'm at it would be most undesired.

I will return in, say, a few months and help you with your situations, of course. Worry not, I will be perfectly fine with me inner roleplayer stabbing me in the eye while asking how exactly do I expect your group to not die of hunger in that time".

I don't agree with this either, sure if you've negotiated an alliance between Caladon and Tarant at this point then fine - but most characters won't have and so Caladon hating you doesn't make much sense.

I just felt like encouraging the orcs to win the fight was a missed opportunity for the developers. For me trying to roleplay (bearing in mind my character had an Intelligence of 18 at this point and so would be fairly perceptive) I thought my character would think persuading Donn Throgg to surrender was the best way to avoid casualty - however he also realised Captain Wheeler might not be being as candid as he ought so he armed the orcs as a counter measure. Upon Captain Wheeler's death it would have been better for the riot to automatically start - maybe being heralded by a float above Throgg's head ("C'mon boys, Tarant burns tonight!") - but your character not be blamed for it. Maybe if you were playing a good character when realising the horror you'd unwittingly unleashed upon Tarant you could hunt down the orcs in the street as clearly what they are doing now from any moral standpoint is not correct regardless of their oppression; committing to a last ditch attempt to save Tarant from revolution.

I don't feel like this extra good aligned option would have been too much to ask for, it certainly wouldn't have been hard to have incorporated at the time the game was being developed. Also the end game clip about the riot could have been the same - your character try as he might would never be able to prevent a revolution once started. I always thought morally it was better to side with the repressed orcs, which was what I did on my first playthrough with a straight-up melee but also intelligent Half-Ogre lacking persuasion and I was pretty shocked to find it ended in a violent riot! In my mind if the orcs did win the surrender fight you shouldn't be blamed for the riot; you just went in to convince Donn Throgg to surrender and he just so happened to win the ensuing fight against overwhelming odds. I think that's pretty circumstantial evidence to justify everyone in Tarant and Caladon wanting to kill you on sight.
