Does character speed depend on race or MA?

Anyway can anyone explain me the following phenomenon? I play a dwarf techie, and his speed ALWAYS equals to his DX (except for the 20DX bonus when speed becomes 25). When I play an elf mage, however, he starts off with the same speed equal to DX, but as he grows in level and MA, his speed becomes 2-3 points higher than his DX (and I mean BEFORE he hits 20DX and gets the bonus). Waromon's speed at DX20 is 29.
Is it a racial bonus of some kind, or does the high MA increase speed? Because if its racial, maybe playing elf technologists does make a LOT of sense :???:

Are you perhaps wearing Enchanted War Boots and forgetting about their effect?

 

I AM indeed wearing them, but I don't think there was any hint about their effect. Thanks for the hint though. (Goes off to equip the rest of his party with Enchanted war boots)

 

There is no hint about them in the game. I didn't realize their effect until I had been hear for about a year, then I realized that people said that they gave you increased speed. IIRC, you get +5 at full magic power.
