First off you can consider the FBI terrorist after the illegal action they did at
Rudy Ridger and WACO Texas. So I would be very careful useing the word terrorist. I consider the World Hindic Fedration in India an Terrorist orgination along with the CIA and FBI.

I can understand that an out-numbered, out-gunned and occupied force might very well need to use guerilla or partisan tactics. These are bad enough, but I can see that they might be the only option sometimes. They are not the same as terrorism, though. The difference being whether the target is a non-combatant or not.
