I know it's not so much a hint but I don't think there's anywhere to go for technical problems. I have problems getting Arcanum to run. The computer is older (but still newer than Arcanum), and every time I start it up the videos at the start won't display, though the loading screen and menus will. Entering into the game there are no graphics for characters or backgrounds, though there are still for menus and text. I should mention that this occurs on two computers I have. One of them it will work in safe mode, but runs at a snails pace any time transparencies are used (which makes it run at a snails pace in places like Tarant). With some tweaking I can get one of them to display without any transparency, but this ruins the graphics of the game, and what's more it won't save when running like this.
Check out the "Arcanum and Vista" thread. It's oriented towards Vista-related issues, but some of the troubleshooting steps may assist you. If that doesn't work, then post here.
I've read the vista thread and it's specifics suggest running in compatibility mode for xp (which is what I'm using), and turning off UAP, which I dont have. I've got the latest patch (1.0.7.4) and the unofficial patch
