As for MA/TA, I've only got plans for those factors as they effect the actual character. I think what I'm going to do is give each location a 'background' adjustment to the MA/TA of anyone who enters.

e.g. Tarant gives a +20 to TA (about the highest I'm going to let the areas give, considering the power of some of these bonuses), while Tulla would give a +20 to MA and Roseborough is Neutral.
