I don't know whether you're joking but the situation and consequences are quite different. Whalers kill for money and to feed people and in ideal conditions do it in a sustainable way. Crack dealers, well they make their profit by selling a high and getting people addicted so they come back for more. Slightly less honest but more importantly it's the buyers choice to buy the stuff so dealers aren't the only problem the fact that there is a market for it is.

 

If you want to end the drug plobin you need to deal not with suppy only but with the demand. China have a huge drug problen inhery from England
