I don't like the FPS-only view idea for Arc 2. I'd much prefer the classic overhead view, or, even better, a rotatable one like in Dungeon Siege.

You can write your own backgrounds. I've made a few myself. Try the Tinkerer's Workshop section of the Dimensions of Arcanum website.
Throwing is NOT underpowered. Just pack in the grenades, and you're unstoppable, especially since you can throw as many as you want in a turn....
Perhaps choosing the "Raised by Trolls" background you automatically forfeit your character's normal starting point and instead start in a troll...
