Can't remember when exactly, but not long into the TA outage I found out the answer to this debate.

If you check out The Encyclopedia of Arda and look up Sauron, you will see that Sauron (whose aliases include "Ring-Maker") was originally a Maiar of Aulë before MElkor seduced him.

Aulë was the Smith Valar, and Sauron learned much from him.

From that encyclopedia, it says (regarding Sauron's activities during the second age):

Sheriff fatman, I was wondering if you could pose a question to your wise, all-knowing ass for me. I would like to know when the 2nd Lord of the rings is coming out... Seems like I can't find out through normal means, hence me asking you to ask your ass. Please let him know that I would not have bothered him with so trivial a question had it not been for my extreme frustration. I hope he isn't too bothered... If so, maybe I can send him some hay, or caviar, or something.... Or whatever he eats....

Well, I posed the question to my donkey and, after some coercion (you owe me some carrots), he said that the initial plan was to release The Two Towers for Christmas 2002 and The Return of the King for Christmas 2003.

For information on the published release dates, by country, check out IMDb
