Trade missions and team colour:

Trade Missions are an important aspect of the Grey Council and your nation's success. A Trade Mission is the simple process of switching your nation's team color temporarily to match a potential trade partner's team color in order to obtain the +1 happiness bonus for same team trades. When the trade mission is complete you switch back to no team while retaining the +1 happiness. You do not lose the +1 happiness bonus.[/b] Filling all four trade slots will provide an additional $8.00 for your citizens gross daily income. ($2.28 @ 28% tax rate).

Here's how it works:

1. Find the resources you want. Easiest way to do this is by searching for the exact resources you want by entering the team color and the resources you want in the resource search box found on your nation's main page. For instance, enter blue gold silver in the search box to find a blue team nation with gold and silver. Same goes for the other resources and team colors. Or enter gold silver to find all nations with that resource combination. You can also just enter one resource or one resouce and a team color such as blue gold.

2. Switch your team color to match your potential trade partner's team color. This is a temporary switch from no team.

3. Make sure that your potential trade partner doesn't already have the resources you're offering. Check out their nation page to verify that they don't. It's recommended that you target only nations that have been active within the past 24 - 48 hours. Also, compare the age of the nation to the number of trade slots it has available. If the nation is only a few days old and has only one or two slots open, that nation is likely to be an active player. If on the other hand the nation is weeks old and still has 3 - 4 trade slots open, they may not be interested in trading. Avoid those nations as chances are you'll waste time waiting for a null trade.

4. Submit your offer to the targeted nation of choice with the resource you covet.

5. While you're waiting on that trade to be accepted, keep looking for other trade partners. The best way to do this is to go through the list of nations that you have when you initiated your search and begin sending Trade Messages to each nation that has a GREEN check mark below their resources. Click on that nation. At the upper left corner, click on Send Message.

In the subject box simply enter the word Trade.

And then compose a simple Trade Message extolling the virtues of your trade. Here is a an example for wine & fish:

I have wine (+3 happiness=$6.00) and fish (increases number of citizens +8 o/o and lowers initial land cost -5 o/o). If you want to trade, let me know and I'll cancel a pending trade. I'll also switch my team color to match yours for the +1 happiness bonus.

Notice that for the % sign o/o was used as the percent sign won't work in the game message service. And make note of the reference to switching team color to match theirs if they respond agreeing to do the trade. Make sure that you switch to their color BEFORE you extend a trade offer or you defeat the entire purpose of this exercise. Skip over offering other NO TEAM nations as explaining the Trade Mission concept to non-GC members is a hassle and wastes time.

To expedite the process of procurring a trade, this author recommends that you send out as many Trade Messages as possible while waiting on a reply from the solitary trade offer that is outstanding. I've sent out up to 40 Trade Messages at a time with positive feedback and numerous reciprocal offers of trade.

5. Once the trade offer is accepted, switch back to No Team (grey) or go to the next color necessary to procure additional trades. Remember, if you extend two or more trades simultaneously, you have to make sure that both offers are to nations that are of the same team color as your temporary team color.

One important note! Whatever you do, don't be tempted to vote in the "Elect Senators" category of your new, temporary team color. Doing so will lock yourself into that team color for a minimum of 3 days before you can switch team colors again. That is going to suck if your next potential trade partner is on a different team color. Timing is everything when it comes to trade missions. Don't screw yourself over by the temptation of voting in something that doesn't affect grey nations or you as a Grey Council member. You've been warned.

Anyone considering this please be advised that it is now defunct. Admin has set the game to cancel the happiness bonus for the same colour if either party in the trade changes colour.

The only exception is for nations that took advantage of the exploit before the changes, any existing trade agreements they had will maintain the happiness bonus, but any new trades will not.

To maximize the overall effectiveness of the Grey Council, it is suggested that at all times each member hold in reserve a minimum of two open aid slots.

Doing so will provide a means of being assisted and being able to assist fellow member nations with vital financial, military and technological aid.

It is also recommended that members refrain from sending aid to nations outside of the Grey Council simply because doing so reduces the effectiveness of fellow members from providing your nation with aid should it be needed.

These are only recommendations. Each nation must determine it's own policy as it pertains to the limited aid slots available.

Happiness vs. Tax rate

Many new CN players believe that citizen happiness is more important than the income collected in taxes. It's a pervasive misunderstanding that takes a little bit to understand and to get through the confusion. I will do my best to clarify this important topic.

Max happiness doesn't lend itself to increased tax revenue. Here how it works for example (using my nation's data of 2119 working citizens):

10% tax rate gives me 29.00 happiness.
$109.91 gross income
$10.99 net tax revenue per working citizen.
$10.99 X 2119 working citizens = $23,287 net tax revenue.

28% tax rate gives me 22.00 happiness. (28% tax rate –7 happiness)
$95.77 gross income
$26.82 net tax revenue per working citizen.
$26.82 X 2119 working citizens = $56,831 net tax revenue

$23,287 vs $56,831

Don't worry if your people dispise you. In the game, it doesn't matter and that in and of itself doesn't affect the taxes you collect.

Set your taxes at 28% and forget it. Trade for resources that increase happiness and income. Set your government positions accordingly. Choose either monarchy or revolutionary government for a –5% reduction in initial infra cost. Get your tech above 15. Choose the correct religion.

Doing these things will maximize your tax collections and provide the one thing you need to grow... more $$.

Deficit spending on infrastructure purchases

When buying infrastructure, buy as much as you can at one time. The best case scenario is to buy your infrastructure in units of 10.

But let's assume that you only have enough money to buy 9 full units. In order to buy 10 units, you would need a little bit more money than you currently have on hand.

Let's assume that you have $23,456.78 on hand. You click on the purchase infrastructure tab. The drop down chart shows that if you had $23,462.47 you could buy a full 10 units. Guess what? You can. If you select that last amount in the drop down menu, you will purchase that amount even though you don't have the full amount needed.

The game allows you to incur a small deficit when you purchase infrastructure. In this example, you would run a deficit amount of —$5.69.

This is what you will see in your nations Current Dollars Available box:

You are low on money. Have you Collected Taxes today?

The next day when you collect taxes, this small deficit will be deducted from your tax collections. This is just a small tip that allows you to maximize your infrastructure purchases.

How to wage war in CN

The proper steps to be taken in the event of an attack are outlined here. This guide is intended to act as a supplement to those steps, elaborating on specific parts. It can also be read independently, and contains very useful information for younger nations, as well as older ones. It discusses general Cyber Nations tactics, etc. I (Field Marshall Steve Romero) did not write this guide, and do not intend to take credit for it, except some parts which I have edited and added.

Warfare

–Declaring War

It is against the Grey Charter to declare war without a very good reason; the two primary reasons being that a) you are going to war to assist a member of your Legio who has been attacked, or b ) you are declaring war on a nation on the Grey Council Revenge List. No matter the reason, you must post a thread detailing the reasons for the war, etc. (Unless of course there is already a thread, in which case just post there and don't start a new one). If you do not you will be subject to investigation and subsequent prosecution as having violated the Charter.

All this having been said:

How many times have new players seen an enemy within range, get all hyped up with the prospect of actually fighting someone, buy a lot of soldiers and then check back to realize their strengthened military boosted them out of range? It happens all the time.

Declare war FIRST and THEN buy military, receive aid, whatever you need to do.

–Set your nation to DEFCON 1.

Your military will be most efficient in this setting and soldiers will be cheaper.

–Go to the Wars and Battles page, pick your target and press "battle".

With that information you can see how many defending soldiers he has, and how many you have attacking. You can also see your enemy's technology level.

THIS IS EXTREMELY IMPORTANT

Technology is the number one deciding factor in battle outcome; if you have superior or equal tech, you have a good chance of winning. If your tech is below that of your enemy's you will have a harder time of getting the battle odds in your favor. I will go into the nitty-gritty of battle odds later on; else I run the risk of overwhelming you with numbers. For now, suffice to say that if you have battle odds 50% or higher, attack. Anything lower than that and you should think twice before attacking unless you simply want to cause damage at the expense of your own troops, but where is the wisdom in that? Of course, sometimes for the greater good sacrifices must be made, but that's not what you are here for. You are not a disposable pawn.

Now it is time for us to discuss the different ways you can attack an enemy.

SOLDIERS

A soldier's main function is to police your nation. That is, to prevent it from going into riots. They also strengthen your nation by a factor of 0.1 per soldier. So, for example, if you have 100 soldiers they add 10 Nation Strength to your nation. The best peacetime ratio of soldiers to citizen is 1 soldier per 5 citizens. Check your nation's population and do the math.

However, they still serve a function in battle, if anything because they are cheap and cheaper still when you are set on DEFCON 1. In terms of military strength, each soldier represents a unit. In other words, 10 soldiers represent 10 Military Strength. This strength is independent from your nation strength, and is used only to determine battle odds.

TANKS

The moment tanks came into play there were thousands of nations stacking tanks for the sake of it, not stopping to think that these toys cost money to maintain. Why bother at all with economics, you may ask? Because it is a very important part of the game. You cannot escape it and you cannot ignore it; you must understand it, and base your decisions not only on victory but also on the economy of your nation.

So, if you are not at war, why buy 100 tanks? You will just be crippling your economy by adding an unnecessary amount to your bills which will just be money that you could be spending on infrastructure, technology, land, and improvements. At the most, we recommend buying 15 for defensive purposes. If you are at war, of course, that is entirely different.

Tanks do add a small amount of strength to your nation. They also add military strength - and a lot of it - but it will depend on how you use them. Tanks have more power defensively than they do offensively, although the difference isn't staggering.

How strong are tanks, exactly? On offence, they are 15 times stronger than your average soldier. On defence it is 17 times. There is an added Military Strength (MS) factor involved, which has to do with your amount of technology. We will discuss this when we get to battle odds.

CRUISE MISSILES

The cruise missile is primarily a tactical weapon. Whenever your enemy doesn't have enough defending troops to enable you to battle, use cruise missiles to lower the nation’s infrastructure. And in the case your enemy has enough for you to attack, but you want to get rid of some of his tanks before engaging, start launching cruise missiles. You can only attack twice per day with them, and only launch one per attack, but if your technology level is high enough you can decimate up to 8 levels of infrastructure. Doesn't look like much, but think about it; the more infrastructure a nation has, the more expensive it is. To some nations 8 levels of infra are the equivalent of $75,000 in purchases, plus 70 citizens killed. The economic impact can be quite great. That makes cruise missiles very cost effective.

I will also add that cruise missiles cost $150 per missile to maintain. You should never have more than two or four of them just laying around sucking up cash. You should only buy them as needed or else they are just expensive paperweights.

NUCLEAR WEAPONS

Like in real life, it is the goal of every powerful and terrorist nation to build a nuclear missile. These little bundles of radioactive death completely reduce the number of defending soldiers for a defending nation to zero, cause great amounts of land and infrastructure losses (35% each), and also cause population happiness to plummet for a period of 5 days after a nuclear attack. Scary, huh?

While their destructive power makes them very attractive, their impact on a nation's economy and growth can be great. Nuclear missiles cost $200,000, $500 a day to maintain, they affect negatively your environment and take away added income from uranium trades. I can personally tell you that you completely stop growing while you are saving up for the nuclear missile. So if you just made the minimum requisite of level 10 technology, 100 infra, and just made it into the top 5%; better think twice before getting one, unless you don't mind stunting your nation's growth.

Now that we have covered the different ways in which you can attack, let's take a look at tactics.

Battle odds, military strength, and basic strategy

The road that leads to efficient warfare begins and ends with the battle odds. More than a true barometer of your chances at victory, however, they give a decent comparison of both sides' military strength. That being the case, when we discuss battle odds we have to drag the equations of military strength into play. These equations are crude, but have been proven to be quite accurate when predicting the game's battle odds... so long as your technology level is either is equal or better than your enemy's. For that reason we will divide the discussion of determining battle odds into two parts: when you have superior technology, and when you don't.

When you have technology on your side, the equations of Military Strength (MS) can predict with reasonable accuracy the odds you will get. But what are these famous equations that we keep babbling about? Well, let's assume that you have 100 foot soldiers and 20 tanks deployed, with a tech level of 10. As you can see, I'm picking pretty round numbers so that you can do the math easily. To calculate your MS you must first calculate the attacking tank's strength (remember each attacking tank is 15 times stronger than a soldier) plus the technology bonus.

TANK STR = (# of attacking tanks times 15) plus (technology level times 20)

In our case, that would be 20*15 + 10*20 = 300 + 200 = 500

That is your TOTAL tank strength, not to be confused with the strength of each tank. This only applies to your complete arsenal of attacking tanks. Now that we have our tank STR, we will add that to our soldier's strength, which is simply the # of soldiers we have, 100. Our MS then is 100+500 = 600. If you don't use tanks, either because you are silly and don't want to, or you have not deployed them for defensive reasons, or your technology level doesn't permit it, then the MS simply becomes the # of soldiers, and you can rest easy.

Now let's assume our enemy has a defending force of 150 soldiers and 10 tanks, with a tech level of 8. The one difference in the calculating process is that defending tanks are 17 times stronger than soldiers, instead of 15. With this in mind, and making the calculations for his MS, we get 480. You can already notice how your raw MS is bigger than your enemy's. There are other factors that contribute to MS, namely land area and infrastructure, but in the case of superior attacking tech those factors are not very pronounced, and so for simplicity's sake we will negate them for now.

So what do we do with all these numbers? We add them.

600+480 = 1080

1080 is the total MS. This is the number you will use to calculate the battle odds. The attacking odds in this case are:

(600/1080)*100 = 0.556*100 = 55.6%

The defending odds are simply what's left of the percentage, 44.4%. Sounds complicated? Well, it's not. It is a bit tedious, but intelligent people such as yourselves should know how to press the shiny buttons of your calculators or use the calculator function on your computer to get these numbers.

Here we have that your troops go into battle with a 55.6% chance of victory. It means you do not need to redeploy to get better numbers; you are ready to attack. While the game's odds will not be exactly like these, they should be fairly close. You can give or take 2 or 3 points percentage wise, but the higher your technology is compared to your enemy's the less the difference.

Now, you ask yourself why am I teaching you how to do this if the game already gives you the odds. Simple: if you know how to calculate this, you will be able to deploy accordingly and not ruin your chances. THIS is why I asked you to check the Battle page when preparing to attack. The game will yield its numbers; if they are not favorable, now you can adjust successfully.

However, what happens when you are at a technological disadvantage? First of all, let me say that this is not the best way to get into a war. Only engage technologically superior nations if there is no other choice (i.e. they attacked you, or we need someone to attack that nation and no one else is in range (as the GC is not an offensive alliance the chances of this happening are slim-to-none)). If worse comes to worse and you have to do it, then these equations do not apply. Sad, but true. In that case, you do the only thing you can do: you compensate.

A word of advice: throwing tons of troops at your enemy - in other words, overcompensating - won't do the trick. In fact, that is the quickest way to get slaughtered, because the new Cyber Nations rules of combat have shifted the advantage from the attacker to the defender. Instead, go for a moderate troop advantage, and try to keep the battle odds somewhat within the 50-60% chance of winning. Anything greater than that is almost certain that you will be the one getting destroyed.

Now for some strategic tips:

1. ALWAYS attack on DEFCON 1 for the highest efficiency

2. Declare war as close to update as you can, to catch him or her unaware.

Another reason for this is not to catch him by surprise, but to do the...

3. Quadtack

If you can wait for the update (midnight EST, 5 AM GMT), do this: attack just a couple of minutes prior to update, and then right after update. This gives you four attacks in succession (you can have no more than two conventional attacks per day), making your enemy's forces considerably weaker. Add to four cruise missile strikes in the same manner and your enemy might wake up to the ruins of a dead nation.

4. Cruise missiles always go first.

When your enemy has tanks, it's always wiser to launch cruise missiles at him first to take some of them out and it will make the job easier for your soldiers. Also, your cruise missiles lower his infrastructure, thus lowering his defending bonuses and the amount of money he is able to repair with. If you are waging war with more than one nation (not recommended), you can launch two CM attacks per battlefront, not per day, meaning that even if you can't attack more than twice a day with ground troops, at least you can send gifts to all your enemies in the form of GPS guided missiles. Isn’t that nice of you?

Of course, each CM costs $4000, so using them on all your battlefronts will take quite a chunk out of your economy. So use them wisely.

Efficient warfare: Managing War Costs

Wars are expensive, not only for the amount of damage inflicted on your nation but by the settings we must use to attack better, such as the DEFCON level, which reduces happiness and, in turn, citizen productivity. Here's a few tips to try to make that toll less damaging to your pocket.

1. Attack on DEFCON 1, collect on DEFCON 5.

You can only reset once per day the DEFCON level, but that doesn't mean that when you are at war DEFCON must stay at 1. If you are able to be awake when update comes, so much the better. If you are on DEFCON 1, then attack and wait until the last possible moment before update to reset to DEFCON 5 and collect your money, then when update comes collect again and reset to DEFCON 1.

If you are on DEFCON 5, then collect taxes and reset to DEFCON 1. Leave your nation on DEFCON 1 until the last possible moment of the next day, then reset and collect (that would be the example above). Try not to leave your nation on DEFCON 5 for long, since an attack by the enemy can come precisely when your troops are at their least efficient (DEFCON 5). That's why I advise you leave on DEFCON 1 for as long as possible before resetting, giving your enemy ample time to attack when you are at the ready; if he has already attacked you and you are waging war with just one nation, then you can make the reset earlier. If you are waging war against several, then wait until all of them have attacked.

2. Take down one enemy at a time.

3. Be realistic.

If your enemy has an army much greater than yours (which requires that you buy many more soldiers and make your population unhappy), don't attack them, unless a major war is on and there are no other targets within range. (NOTE: The Grey Council does not get involved in major wars if we can help it. This is included only in the interest of thoroughness.) Same goes for technology disadvantages.

Final word

Coordination within each Legio is essential. We all know you are eager to fight for glory, but don't let that eagerness affect war efficiency. Whenever you are going to engage an enemy, check first if another nation declared war on him, and when. If this is the case, do not declare just yet, but wait a couple of days so that when you declare you effectively extend his warring period by a couple of days. This way we won't let them go into Peace Mode.

Rubber - Increases purchased land area of a nation by 18%.

Spices – Increases the natural land growth of a nation by 8% and increases population happiness +2.

Military
Aluminum – Increases soldier count +10%.

Trading resources is an important aspect of CyberNations. Without active trading, your nation’s income will be low and your growth will be practically stagnant. The following information should help you to become an effective trader.

Here are two valuable sources of information to view in order to learn more about resources and trading. The first link is an essential to understand whatt each resource provides in terms of income and happiness.

To maximize your trading, please view Trade Missions & Team Color for a comprehensive guide concerning the issue of obtaining the +1 happiness for team trading.

The following list are those that I believe are the prime resources that all GC members should attempt to add to their roster of trade resources. If any of these are your native resources you will benefit in the fact that other nations will want them which makes getting and keeping trades an easier task.

This group is a compilation of money earned and happiness combined. Remember that +1 happiness equals $2.00 income. For example, wine at +3 equals $6.00.

Gems...$6.50
Silver...$6.00
Wine....$6.00
Spices..$4.00
Gold.....$3.00 also –5% reduction in initial technology cost
Furs.....$2.00
Sugar...$2.00
Water...$2.00
Oil........$2.00

The next group covers those resources that increase citizen count.

Fish...........+8% also –5% land cost
Wheat.......+8%
Cattle........+5% also –10% land cost
Sugar........+3% +1 happiness

The next group covers those resources that reduce the cost of infrastructure

Lumber........–8% initial cost and –15% daily upkeep
Iron.............–5% initial cost and –15% daily upkeep
Marble.........–10% initial cost

One thing that all members should do and that is keep an eye on your trade partners. Check your Trade Agreements at least once a week in order to keep an eye on the last time your trade partners last logged on. If that last log on was more than 10 days, it is recommended that the search begin for a replacement. Send out Trade Messages to as many nations with the resource combination you're looking to replace before you lose your current trade.

A cookie goes to whomever creates a "Hints and Tips" forum at HoL and posts all these in there as separate threads.

Another cookie goes to the person who wants to update them so that they're not just complete clones of the GC info.

For the record, Vorak did PM these to me as well only I wanted to update them and add to them before posting but given the Charter is taking it's time... It's best I hand that job on.
