Character name choice challenge

I hereby request help from any willing Arcanum enthusiast in solving the following challenge:

Assuming that the contents of the chests are dependent on the combination of character name, race, and background (which has been my observation so far), I am looking to create a character with the optimal starting conditions. The following are the requirements:

1)A Halfling with Hyperactive background
2)Required Crash Site tech chest contents: a Capacitor, Lockpicks, Revolver Chamber.
3)Desirable Crash Site contents: Pure Ore, copper ring, revolver parts.
4)Required Crash Site Magick Chest contents: Any magickal melee weapon, any small or normal size armor
